Delinquent Bills
A bill becomes delinquent if not paid by the second (2nd) day of the following month. On the twentieth (20th) day of the month following presentation, which is approximately forty-five (45) days from the billing date, a penalty will be charged and a Late Notice will be mailed to the water service Customer. If a payment of at least the past-due balance is not made by the shut off date on the Late Notice, the water service is subject to termination. At least forty-eight (48) hours prior to actual termination, the District shall make a reasonable, good faith effort to contact an adult of the residence.
Water Code Section 22282 states that a District may refuse service to any land if outstanding charges from services already rendered such land have not been paid within a reasonable time.
Water Code Section 25806 states that any charge for services not paid shall constitute a lien on the land upon which the service was rendered, even though the indebtedness may have been incurred by other than the owner.
California Senate Bill 998, the Water Shutoff Protection Act, mandated non-urban water suppliers with fewer than 3,000 connections to adopt a written policy on the discontinuation of residential water service for non-payment effective April 1, 2020,
